Ms. Smyth has been a trial attorney since 1985 and represents numerous public agencies in a wide variety of litigation matters. Her litigation experience includes cases involving the wind down of redevelopment agencies, breach of contract, interpretation of contracts, CEQA, tort liability, eminent domain for both total and partial takings, validation actions, civil rights violations, and writs of mandate. In addition, Ms. Smyth has litigated actions involving Public Records Act and Brown Act allegations, as well as public works actions. As a former City Prosecutor, Ms. Smyth has an extensive background prosecuting municipal code violations and nuisance abatement in both criminal and civil court, as well as administratively. Ms. Smyth has actively litigated numerous actions involving the issue of medical marijuana.
In addition to spearheading litigation for her public agency clients, Ms. Smyth has acted as Assistant City Attorney and Assistant General Counsel for multiple cities and public agencies and has guided her public agency clients through grand jury and SEC investigations, providing sage advice to city councils, members of commissions, boards and committees, and staff on a wide range of issues including Brown Act, Public Records Act, financing, public contracting, real property and land use.
